This is a Garuda, a Creature of Buddhist Mythology that Combines the Features of Humans, Birds and Dragons. This garuda has the serpent appearance of a dragon with wood scales. The garuda first appeared in Hindu mythology, where it is a singular being Garuda, son of the sage Kashyap.
